Brown claims the state failed to recognize what would occur should Hopkins's policy go sour.
Police union lawyer Joe Muggia tells The Sun the union's investigation into Officer Jason Van Winkle's use of force in 2013 turned up the police department under federal probes stemming from Rodney King but turned up no allegations that there were excessive force lawsuits over excessive shootings by African-american officers or excessive use of excessive force.
